Last week, USDA held a webinar to provide some context and guidance regarding the Keep Kids Fed Act that the President signed into law recently. You can watch the webinar here, just register and then you will be provided on-demand access. You can also access the slides here.
Some key take aways:
There are several waivers that have been issued by USDA for Summer Food Service Program and Summer Seamless Option - these are discussed in detail.
CDE's publication of the suite of waivers published on June 30, 2022
USDA FNS second suite of waivers published on July 6th: #111-non-congregate, #112 - pick up, #113 - meal time
There was also discussion about previous waivers that were re-issued
CACFP
Tier 1 for all is in effect. It started on July 1 and will go through June 30, 2023.
The 10 cent per meal reimbursement is in effect. It started on July 1 and will go through June 30, 2023. This is for all meals served through CACFP regardless of the type of program operated. (This will be reflected in the new rates published in the federal register this month).
USDA was granted limited authority to for nationwide waivers and part of this limit is that they cannot incur a cost with the waiver. This is why the area eligibility waiver for afterschool could not be extended.
The meal pattern waiver was not re-issued but USDA is encouraging states and sponsors to provide technical assistance and training in lieu of fiscal action should there be disruptions with meeting meal pattern components due to supply chain issues (see slides 23 and 24).
The waivers that enable non-congregate meals are in place as well as the monitoring waivers (which the state of California had already applied for and implemented).
