Many of you already know this, it is an annual process but in case you didn't the State Controller's Office (SCO) end-of-year process can impact the timeliness of your claim reimbursement and payments. CDSS CACFP Branch sent out a listserv email this morning. The crux of the message is: to decrease the likelihood of delays in receiving your reimbursement payments, we encourage you to submit your April 2022 claim by COB Monday, June 6, 2022, or sooner. The message is copied below and you can view it here.

Dear Program Operators,
The California Department of Social Services (CDSS) would like to make you aware of the State Controller’s Office (SCO) fiscal year-end (FYE) processes for 2022-23 and apprise you of important dates that may impact your claims and reimbursement payments.
In accordance with Government Code (GC) Section 12460, “The Controller shall submit an annual report to the Governor containing a statement of the funds of the state, its revenues, and the public expenditures during the preceding fiscal year….”. To comply with GC Section 12460 and the State Administrative Manual (SAM) section 7950, the SCO must establish deadlines to facilitate year-end closing.
For FYE 2022-23, the SCO is requiring all State agencies, including CDSS, to submit their payment documents by Close of Business (COB) on June 7, 2023, in order to be processed by June 30, 2023.
The submission deadline for April 2023 Child and Adult Care Food Program (CACFP) claims is Wednesday, June 29, 2023. However, due to the SCO FYE deadlines noted above, warrants for CACFP 2023 claims submitted on or after June 7, 2023 should anticipate delays by approximately three weeks. In addition, the Payment Summary section of the Child Nutrition Information and Payment System (CNIPS) will not be updated with new payment schedule information until after June 30, 2023.
CDSS does not have the ability - or authority - to change or dictate these SCO processes and requirements. To decrease the likelihood of delays in receiving your reimbursement payments, we encourage you to submit your April 2022 claim by COB Monday, June 6, 2022, or sooner.
Please note that the final claim processing date before the June 7, 2023 cutoff may be subject to change without warning based on FYE business needs.
